Work Schedule: USC Upstate's standard business hours are 8:30 a.m. to 5:00 p.m.; however, this position requires the flexibility to work evenings, weekends, emergency response situations, and travel as needed to support University operations.

The Director of Facilities Management provides strategic leadership and management oversight for the planning, operation, maintenance, repair, renovation, and stewardship of university facilities and grounds ensuring a safe, functional, sustainable, and welcoming campus environment that supports the University's strategic plan's academic, research, residential, and community engagement missions.
The Director is responsible for strategic leadership and management for facilities operations, capital planning and capital project delivery, regulatory compliance, budget development and management and the supervision of facilities personnel while promoting operational excellence, customer service, and benchmarking for continuous improvement.
The position provides leadership and management for all Facilities Management units, including Planning, Design and Construction, Building Maintenance, Grounds Maintenance and Housekeeping, Operations Budgets, Division I Athletic Facilities, Energy Management, Sustainability, and Environmental Health and Safety. In addition, the Director manages the maintenance, custodial services, and grounds operations supporting Upstate's student residential housing facilities.
Serve as a key advisor on campus facilities matters, the position participates on the Chancellor's facilities planning committee, provides oversight management for campus-wide space utilization and related state reporting requirements, and serves on architectural, engineering, construction manager-at-risk (CMR), and other facilities-related selection committees.
Job Related Minimum Required Education and Experience:
Requires a bachelor's degree in a job related field and at least 8 years of job related experience, including some prior management experience.
Required Certification, Licensure/Other Credentials:
Valid driver's license
Preferred Qualifications:
Bachelor's degree with extensive management experience, particularly in the facilities area and a minimum 8 years of relevant experience in facilities and/or capital projects management with at least 3 years of supervisory/management experience. Engineering background is helpful as related to physical plant operations, construction and renovations. Experience working in public higher education or similarly complex state agency.

Responsible for leadership and management of the USC Upstate Facilities Management Department and University student residential housing facilities custodial and maintenance budget, policies, procedures and operational standards, including assessment, planning, processing systems, goals and objectives, implementing plans for the department consistent with the University's mission, strategic plan, and initiatives. Ensure compliance with applicable federal, state, and local regulations, University policies, safety standards, environmental requirements, and industry best practices.
Develop, train, and implement, as needed, facilities emergency and crisis management plans for natural disasters, human violence's, disruptions and other threats such as human contagion. Monitor departmental performance, evaluate operational effectiveness, and implement corrective actions and process improvements as needed to meet institutional objectives and regulatory requirements. The Director develops and implements departmental policies, procedures, and operational standards to ensure efficient, compliant, and customer-focused service delivery. |

In consultation with the Chancellor and Vice Chancellor for Finance and Administration, the Director leads the strategic development and execution of short- and long-term capital planning initiatives that support USC Upstate's strategic goals and institutional priorities.
Coordinate and oversee all aspects of capital planning, performing periodic review and revisions to the campus Master Plan, implementing capital projects in accordance with the Plan. Integrate campus development with surrounding corporate and community areas including new interstate road interchange and corporate park development. Provide oversight management, programming, and code review for capital projects to include architects, engineers, and contractors. Responsible for facilities construction and renovation projects including design, construction management for 1.23 million square feet, 330 acres and various leased spaces, coordination with architects, engineers, consultants, contractors, state engineer's office, local, city, county and state agencies, USC and USC Upstate development office, USC Columbia Foundation, administration, and unit managers. Collaborate closely with all applicable Authorities Having Jurisdiction and have thorough knowledge of applicable building and development codes. |

Fiscally responsible for department budget of more than $10M along with construction project budgets that vary from renovations to new construction. Maintain approximately 1,123,000 square feet of floor space, 330 acres of grounds, and facilities with a current value of $270M+. Capital Projects in excess of $100 million in the planning and execution stages. |
