Job Description

Juniata College invites applications for the position of Executive Director of Facilities Services, a senior leadership role responsible for the strategic direction, operation, and continuous improvement of campus facilities, infrastructure, and capital programs.

Reporting to the Executive Vice President, the Executive Director leads all aspects of facilities management, including physical plant operations, utilities, custodial and grounds services, and capital construction. This role is instrumental in executing the College’s recently approved campus master plan, advancing deferred maintenance strategies, and ensuring safe, sustainable, and high-performing facilities that support the institution’s mission.

Key Responsibilities

Facilities Leadership & Operations

  • Provide strategic leadership and operational oversight for all facilities functions, including maintenance of mechanical, electrical, plumbing, and HVAC systems
  • Direct custodial, grounds, environmental services, and campus aesthetics programs
  • Lead a diverse workforce, including supervisors, staff, and union employees, fostering a culture of safety, service, accountability, and continuous improvement
  • Ensure compliance with all applicable regulatory agencies (EPA, DEP, ADA, PA Labor & Industry, and local authorities)

Capital Planning & Project Delivery

  • Lead implementation of the campus master plan, aligning capital investments with institutional priorities
  • Oversee capital design and construction projects from programming through closeout, including budget development, scheduling, procurement, and contract administration
  • Manage architect/engineer and contractor selection processes (RFPs), negotiations, and performance
  • Ensure effective commissioning, documentation, and lifecycle integration of new and renovated assets

Maintenance & Service Delivery

  • Direct CMMS-driven work order management, preventive and predictive maintenance programs
  • Oversee service response operations and support residence life, academic, and event-related facilities needs
  • Enhance operational efficiency through process improvement, data analysis, and performance metrics

Financial Management & Sustainability

  • Develop and manage operating, capital, and utilities budgets
  • Oversee procurement, vendor contracts, and financial reporting for Facilities Services
  • Lead energy management initiatives, utilities procurement, and participation in demand response programs
  • Advance sustainability and cost containment strategies across campus infrastructure

Qualifications

  • Bachelor’s degree in engineering, architecture, construction management, facilities management, or related field (or equivalent experience)
  • Minimum of 8–10 years of progressive leadership experience in facilities management, construction, or related field
  • Demonstrated success in a unionized environment, including labor relations and collective bargaining administration
  • Strong technical knowledge of building systems, infrastructure planning, and regulatory compliance
  • Experience managing complex capital projects and multi-million-dollar budgets
