About this role:
Reporting to the Vice President of Administration and Finance, the Associate Vice President of Facilities, Planning & Capital Construction serves as the senior executive responsible for the planning, construction, maintenance, safety, and service delivery of CSULB’s physical campus.
This highly visible leadership role oversees Beach Building Services (BBS), a 300-person organization responsible for approximately 5 million square feet across 134 buildings, a $45 million operating budget, and a capital portfolio ranging from approximately $150 million to $500 million.
The AVP will provide strategic and operational leadership across Facilities Management, Physical Planning, Design and Construction Management, Environmental Health and Safety, Business Operations, and Strategic Operations. With significant capital investment underway and an aging campus infrastructure requiring continued renewal, the AVP will balance major construction initiatives with the day-to-day operational needs of a large and active university.
Equally important, the AVP will be a visible, collaborative campus partner who builds strong relationships across academic and administrative leadership, strengthens customer service, and ensures Beach Building Services is viewed as a responsive, solutions-oriented partner to the university community.
Scope & Impact
Provide executive leadership for Beach Building Services, establishing long-range strategy, annual priorities, performance expectations, and a strong culture of accountability and service.
Lead approximately 300 employees across Facilities Management, Physical Planning, Design and Construction Management, Environmental Health and Safety, Business Operations, Strategic Operations, and related support functions.
Provide strategic oversight of approximately 5 million square feet across 134 campus buildings, balancing the needs of aging infrastructure with current and future university priorities.
Oversee approximately $45 million in annual operating resources and a capital portfolio ranging from $150 million to $500 million.
Provide executive oversight of major and minor capital projects from planning and design through budgeting, estimating, permitting, contractor management, construction, closeout, warranties, and punch-list completion.
Guide long-range physical planning, including the five-year Capital Plan, Campus Master Plan, space management, deferred maintenance, capital renewal, and facilities modifications.
Lead comprehensive facilities operations encompassing skilled trades, grounds and landscaping, custodial services, energy and controls, mechanical systems, non-capital construction, automotive services, customer service, and technical services.
Provide strong financial stewardship and resource prioritization, ensuring operating, maintenance, and capital expenditures align with university financial, budget, and planning processes.
Strengthen customer service and campus partnerships, engaging stakeholders in planning and prioritization and ensuring services are responsive to the diverse needs of the university community.
Build and maintain productive relationships with deans, chairs, faculty, campus leadership, the CSU Chancellor’s Office, state and local agencies, consultants, contractors, and community partners.
Advise the President, President’s Cabinet, and senior university leadership on facilities, construction, planning, infrastructure, and health and safety matters.
Ensure senior leadership receives clear, timely communication regarding capital project progress, risks, schedules, budgets, and emerging issues.
Lead, develop, and support a multidisciplinary leadership team while fostering collaboration, accountability, responsive service, and operational excellence.
Qualifications
Bachelor’s degree or equivalent combination of education and professional experience.
At least seven years of leadership experience in construction and facilities management, including at least three years of executive-level experience within a comprehensive university or another large, complex organization.
Significant experience in facilities operations and/or capital construction, with sufficient knowledge across both areas to effectively provide executive oversight.
Demonstrated experience leading large, multidisciplinary teams and developing senior leaders.
Significant capital project management experience encompassing budgeting, planning, construction management, contractor oversight, and project delivery.
Strong financial and budgetary leadership experience, including resource allocation and prioritization within a complex organization.
Demonstrated ability to operate successfully in a complex, fiscally challenging, and rapidly changing environment.
Proven ability to establish and maintain strong relationships across a broad range of internal and external stakeholders.
Demonstrated customer-service orientation and ability to balance competing institutional needs while advancing organizational priorities.
Effective executive communication, strategic thinking, organizational, and decision-making skills.
Preferred Qualifications
Master’s degree in public administration, business administration, architecture, engineering, or a related field preferred.
Experience working in a collective bargaining environment.
Experience working within a shared governance environment.
Compensation & Benefits
The anticipated salary range for this position is $235,000–$260,000 annually.
